Would it be unethical to apply for the same backfill position my boss is temporarily filling?

Our mgr quit a couple months before our client renewed our contract; thus a floater from our IT company was sent to ‘backfill’ for the interim while we waited for our client to renew our contract…

Supposedly they were putting it out to bid so things looked grim, last minute the client’s board of directors decided they didnt have time to put it to bid so they just extended it for another year.

Back when they decided to put our interim manager in place they said that they would make the position ‘available’ to be backfilled once there was a contract renewal in place.

Truly, I think it is just a scam so that it doesnt backfire to them (HR) in the future. I was the guy that was next in line and that our former mgr had trained/mentored until some new VP guy decided to throw my current interim boss in front of the line….
