Laws that pertain to recording and transcribing P.O.A.meetings in South Carolina?

I belong to a Property Owners Association, we have some differences of opinion how the Secretary of the Board of Directors is to legaly transcribe the meeting minutes. One says we only have to report motions, votes, date, resolutions, dates, votes, and discussion’s by the Board. The other group says, all of the above must be included in the minutes. Also should be transcribed with comments from the homeowners, business conducted, reporting questions from the homeowners and responses from the Board of Directors. Decisions made, Cost of projects, biding requirements,and all general information to inform the homeowners of the Boards actions at all meetings.

No laws, just rules that are expected
